If you’re hell bent on one of the two, go with PHP. RoR has a ways to go before it is taken seriously enough, and you will have a lot more luck with PHP devs than you will with RoR devs.
Perl is fine for smaller stuff, or specialized tasks, otherwise it is a nightmare of regexes and obfuscation. At least PHP is somewhat clear (relatively…)
PHP would be the way to go, the support is much better and there are a ton of resources on the internet.
